HP Vidhwa Evam Ekal Nari Awas Yojana – ₹1.50 Lakh to Build a House

What is the scheme?
The Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana, 2023 is run by Himachal Pradesh’s Department of Social Justice and Empowerment. Announced in the Chief Minister’s 2023-24 budget speech, it gives economically weak widows and single women a ₹1.50 lakh grant to build their own home. The department’s website lists the notification, scheme document and SOP dated 3 February 2024.
Eligibility
- A widow (not remarried) or single woman who is a permanent resident of Himachal Pradesh.
- She has no house of her own, or only a kutcha or dilapidated one.
- Family income from all sources does not exceed ₹3,00,000 a year.
- At least 2 biswa of land in revenue records, or land allotted by the government.
- The family has not received government housing aid under any other scheme.
Documents required
- Application on Annexure-1
- Widow/single-woman certificate from the competent authority
- Annual income certificate
- Land ownership certificate from the revenue officer (Annexure-2)
- NOC from the panchayat secretary or urban body that no other housing aid was taken
- HP permanent resident certificate, bank passbook and Aadhaar copies
Conditions
The house must be finished within two years of the first instalment in heavy-snowfall areas and within 18 months elsewhere. After the roof and toilet are done, a completion certificate is filed on Annexure-5. The house cannot be sold or transferred for 10 years after completion.
How to check status
Your application is entered with a serial number and date in the Tehsil Welfare Officer’s register (Annexure-3). Contact your Tehsil or District Welfare Officer’s office for its status. Sanction and grant conditions are sent to the beneficiary by letter. If the undertaking is not given within a month, the sanction can be cancelled and passed to the next applicant on the waiting list.
How to Apply
- Check that you meet the widow or single-woman definition, the ₹3 lakh income limit and the 2 biswa land condition.
- Prepare the application on Annexure-1 and attach the widow/single-woman certificate, income certificate, land certificate (Annexure-2), NOC, HP permanent resident certificate, passbook and Aadhaar copies.
- Send the application to the Chief Minister / Chief Minister's office, Himachal Pradesh.
- After scrutiny it goes through the Deputy Commissioner and District Welfare Officer to the Tehsil Welfare Officer, who inspects the site within 45 days.
- Once sanctioned, give the undertaking on Annexure-4 and build the house within the set time.

Who is a single woman under this scheme?

Can I get the grant more than once?
No. It is given only once in 10 years, unless the house is destroyed by a natural disaster.
What kind of house must be built?
At least 180 sq ft of plinth area with one room, a kitchen, a bathroom and a toilet. The beneficiary must put in at least 25% of the grant amount herself in cash, material or labour.
Who gets priority?
First, women whose homes were destroyed by disasters such as fire, flood or earthquake; then women with more than 40% disability; then all other eligible applicants.
