Under Section 139AA of the Income-tax Act, anyone allotted a PAN on or before 1 July 2017 who is eligible for Aadhaar must link the two. For new PAN applicants, linking happens automatically at the application stage. The deadline was 30 June 2023; PANs not linked by then became inoperative. Such a PAN can be made operative again by paying the ₹1,000 fee and linking Aadhaar.

Who is exempt?

  • Residents of Assam, Jammu & Kashmir and Meghalaya
  • Non-residents as defined in the Income-tax Act, 1961
  • Anyone aged 80 or above at any time during the previous year
  • People who are not citizens of India

Exempt people can still link voluntarily, but the fee applies.

What you need

  • A valid PAN
  • Your Aadhaar number
  • A mobile number for the OTP
  • The ₹1,000 fee challan (if your PAN was not linked earlier)

Common problems and fixes

Name, date of birth or mobile mismatch: If details differ between PAN and Aadhaar, linking can fail. Correct your PAN through Protean (formerly NSDL) or UTIITSL, or your Aadhaar through UIDAI. If it still fails, you can opt for biometric authentication at centres of the PAN service providers (Protean/UTIITSL). Carry your PAN, Aadhaar and the ₹1,000 fee challan; a separate charge applies for this service.

PAN already linked to another Aadhaar (or the reverse): Contact your Jurisdictional Assessing Officer (AO) to request delinking. You can find your AO through the “Know Your AO” option on the e-Filing portal.

Request pending with UIDAI: If the status shows pending, check again later. If validation fails, repeat the “Link Aadhaar” steps.

This page is based on the Income Tax Department’s user manual and FAQ. Rules and fees can change, so check the e-Filing portal before paying.
