In short: DigiLocker is the Government of India's (MeitY) digital document wallet, where documents like your driving licence, PAN, marksheets and degrees come directly from the issuing department. What is DigiLocker?
DigiLocker is a Digital India initiative of the Ministry of Electronics & IT (MeitY), launched on 1 July 2015 and run by the National e-Governance Division (NeGD). It is a secure cloud wallet where government documents such as PAN, Aadhaar, driving licence, school marksheets and university degrees arrive directly from the issuing body. These are digitally verified records, not just scanned copies.
Which documents are available?
- Transport: driving licence and vehicle RC
- Education: board and university marksheets, certificates and degrees – the National Academic Depository (NAD) has run through DigiLocker since 2020
- Identity: PAN, Aadhaar
- Electricity bills: according to PIB, 68 power distribution companies and departments have joined DigiLocker
What you can fetch depends on your state and on whether the issuing department is connected. Search for your department in “Browse Documents”.
Issued Documents vs uploads
“Issued Documents” are sent into DigiLocker by the government department itself – these are the ones legally valid like originals. In “Drive” you can upload your own files, but you are responsible for their content.
Common problems
Document not found: Enter details (name, number, date of birth) exactly as in the department’s records. If the department is not yet connected to DigiLocker, the document will not appear.
Aadhaar verification requested: Some services work only on Aadhaar-verified accounts, so complete Aadhaar verification in your profile.
Wrong details on a document: DigiLocker only delivers documents; the issuing department is responsible for their content. Get corrections done by that department.
How to Apply
- Open digilocker.gov.in or install the DigiLocker app and choose the option to create a new account (Sign Up).
- Enter your mobile number, verify with OTP and fill in the basic details asked.
- Verify your account with Aadhaar to unlock all services.
- In "Browse Documents", find the issuer (e.g. transport department, Income Tax Department, board or university) and enter the number asked to fetch your document.
- The fetched document appears in "Issued Documents" – view, download or share it from there.
- Check access given to apps or organisations under "My Consent" and revoke it when no longer needed.

Are DigiLocker documents valid like originals?
Yes. Documents issued into DigiLocker by the issuing department are legally valid at par with the original documents under the IT Act, 2000.
Will traffic police accept a driving licence on DigiLocker?
The Road Transport Ministry has advised states to treat DL and RC shown through DigiLocker or mParivahan as valid under the Motor Vehicles Act, at par with the originals.
Is Aadhaar mandatory to create a DigiLocker account?
You can register with an Indian mobile number, driving licence, PAN or Aadhaar; using Aadhaar is voluntary. Some services ask for Aadhaar verification.
Can anyone see my documents without permission?
No. Under the Digital Locker Rules, 2016, documents are shared only with your explicit consent, and you can revoke access anytime from "My Consent".
